GS Paper 2 UPSC 2021 (Mains): Question paper and analysis

Most of the questions in GS Paper 2 of the UPSC CSE 2021 Main were strictly based on the UPSC curriculum. The questions can be found in General Studies Paper 2 (GS2) of the UPSC 2021 Civil Services Mains Examination (written).

UPSC conducted the General Studies Paper 2 as part of the main examination for the public service 2021 on January 8th, 202021.

There were 20 questions. 10 questions were rated with 10 points each, the remaining 10 questions with 15 points each.

GS Paper 2 UPSC 2021: Instructions

  • Total points: 250 marks, duration: 3 hours.
  • There are 20 questions printed in both ENGLISH and HINDI.
  • All questions are mandatory.
  • The number of points a question / part carries is printed on it.
  • The answers must be written in the medium approved in the registration certificate, which must be clearly noted in the space provided on the cover of this question-and-answer (QCA) brochure.
  • No marks will be given for answers written in a medium other than the authorized one.
  • Answers to questions # 1 through 10 should be in 150 words, while answers to questions # 11 through 20 should be in 250 words.
  • Note the word limit given in the questions.
  • Any pages or parts of the page that are left blank must be clearly crossed out.
  • The content of the answer is more important than its length.

Qn1. The “constitutional morality” is rooted in the constitution itself and is based on its essential facets. Explain the doctrine of “constitutional morality” through relevant court decisions. (Answer in 150 words) 10

Qn11. The jurisdiction of the Central Bureau of Investigation (CBI) in relation to filing an FIR and conducting investigations in a given state is being questioned by several states. However, the power of states to refuse consent to the CBI is not absolute. Explain with particular reference to the federal nature of India. (Answer in 250 words) 15

Qn12. Although the human rights commissions have made an immense contribution to the protection of human rights in India, they have failed to assert themselves against the mighty and powerful. Examine its structural and practical limitations and suggest remedial action. (Answer in 250 words) 15

Qn17. “Although women in post-independent India excelled in various areas, the social attitude towards women and the feminist movement was patriarchal.” What measures, apart from women education and advancement programs, can help to change this milieu? (Answer in 250 words) 15

GS2 question paper analysis

General Studies Paper 2 was a perfect blend of governance, constitution, politics, social justice, and international relations – as mentioned in the UPSC curriculum.

Many questions, such as those about interest groups, NGOs, and SHGs, were very typical and included the exact key words mentioned in the UPSC CSE (Mains) Syllabus.

Apart from AUKUS (which was announced in September 2021) and the question about the CBI, none of the other questions can be directly related to current affairs over the past 1 year. However, knowledge of current events over the past 10 years may have been helpful for some of the other answers.

Instead of asking about the 15th Finance Commission, UPSC asked about the 14th Finance Commission (constituted January 2, 2013).

Last year there was a question about constitutional morality in General Studies Paper 4. This year the concept was repeated in General Studies Paper 2.

The topic of “women” was strongly emphasized in the paper – with several questions linking the representation of women, microfinance for women and the empowerment of women.

Overall, we rate the quality of the questions as good. Most serious aspirants should find the paper easily.

The questions adequately tested the understanding of future civil servants in the areas of constitution, state, governance, social justice, and international relations.

Important findings from the GS Paper 2 UPSC 2021 (Mains) – Question Paper

All subjects mentioned in the UPSC curriculum were covered.

Those aspirants who took self-notes on topics mentioned in the UPSC curriculum should have found this year’s GS 2 paper fairly easily. This is something we strongly recommend – even for aspirants attending full-fledged ClearIAS online lectures.

Most of the questions came from the expected areas.

There is no need to give unnecessary importance to the last 1 year of current affairs as it dwarfs the time and effort involved in learning static areas. A general overview of the events of national and international importance should suffice.

However, candidates should have a good understanding of contemporary events (over a period of the past 10 years).

The areas a civil servant should address after serving, such as women’s issues, digital literacy, primary health care, education, interest groups, SHGs, NGOs, etc., should be explored in depth.
